Guidelines and Procedures for Processing Research Proposals by Foreigners

1.0  INTRODUCTION

The Research Council of Zimbabwe (RCZ) is a national body which is responsible for the promotion of Science and Technology in Zimbabwe. It promotes co-operative research activities among the scientific community in Zimbabwe. Being a legal entity whose functions are provided for the Research Act of 19686, section 26 of the same provides for the conducting of research by foreigners in Zimbabwe.

 

It has been observed for some time now that foreign researchers/institutions. Local organisations and even some government departments were not well-informed about procedures to be followed when foreign researchers wish to research in Zimbabwe. It is hoped the following guidelines will go a long way in creating awareness on the procedures to be followed by foreign researchers who come to conduct research in Zimbabwe

2.0  THE GUIDELINES FOR FOREIGN RESEARCHERS

2.1  Foreigners intending to conduct research in Zimbabwe are required to apply for research permits whilst still outside the country.

2.2  All foreign researchers are required to pay a non-refundable application fee in US$ as determined by the Research Council of Zimbabwe from time to time.

2.3  All foreign research must clearly state the purpose of their application forms failing which the application may not be considered.

2.4  Applications for research in the medical field should be sent through the medical field should be sent through the Medical Research Council of Zimbabwe, P.O. Box CY 573, Causeway, Zimbabwe. This Council will subsequently forward them to the Research Council in Zimbabwe.

2.5  All applications for extension of research permits are treated as new applications and must be accompanied by a brief progress report of the completed research.

2.6  All foreigners should be affiliated to a local Zimbabwean institution which has some level of competence in the are of the intended research.

2.7  Research permits are issued for continuous periods for up to 3 years.

2.8  It is the responsibility of intending foreign researchers to seek the institution of affiliation status in Zimbabwe before submitting the application to the Research Council of Zimbabwe.

2.9  Whereas it is the responsibility of the foreign researcher to identify a local institution of affiliation, it is also up to the institution to accept the foreign researcher.

3.0  PROCEDURES

3.1  Six copies of the completed application form RAI plus one comprehensive research proposal per project must be submitted to the Secretary, Research Council of Zimbabwe, P.O. Box CY 294, Causeway, Zimbabwe

3.2  For joint projects one comprehensive research proposal is required but each applicant must submit 6 copies of his/her own completed application form.

3.3  The researcher must attach letters of support to the application from Zimbabwe institutions he/she may wish to consult with.

3.4  Applicants must provide evidence of adequate funds for the period of research in Zimbabwe to cater for his/her personal and research needs.

3.5  The applicant must submit with his/her application, a non-refundable fee which is currently US$200,00 through the institution of affiliation or directly to the Research Council of Zimbabwe.

3.6  The Research Permit is normally issued to the Institution of affiliation for onward transmission to the intending researcher.

3.7  A complete report on the completed research must be submitted to the Research Council of Zimbabwe within one year of completion.
